Nunavut 3000
We are proud to be a trusted planning partner in the territory, working closely with the Nunavut Housing Corporation and local hamlets to support the ambitious Nunavut 3000 initiative, aiming to build 3,000 homes by 2030.
BCP has completed planning and engagement work in communities such as Kinngait, Arviat, Rankin Inlet, Coral Harbour, and Sanikiluaq. Our work includes:

Land For Homes
Land 4 Homes (L4H) is a collaborative initiative responding to the urgent need for more housing across Nunavut. Led by the Nunavut Housing Corporation (NHC) in partnership with Nunavut Tunngavik Inc. (NTI) and the Nunavut Association of Municipalities (NAM), the project aims to improve how land is identified, prepared, and mobilized for housing development — supporting the broader goal of delivering 3,000 homes by 2030 under the Nunavut 3000 initiative.
L4H brings together policy, planning, and community engagement to remove barriers to land access and improve coordination between housing agencies, communities, and governments. The project includes the development of digital tools, land inventory workflows, and planning resources to support faster, community-first decision-making.
Brighter Community Planning & Consulting (BCP) has supported the project through project management, subcontractor coordination, and the development of tools and engagement resources. This included supporting digital infrastructure design, testing workflows, and helping create systems that reflect community priorities and Inuit Qaujimajatuqangit (IQ) principles.
Still in its beta phase, L4H is being refined with feedback from community-based professionals and housing partners, with the long-term goal of transitioning ownership of the program to one or more Nunavut-based organizations.
